Irvin E. Richter, who founded Philadelphia-based Hill International in 1976, has resigned from his role of chairman of the company’s board of directors. He will continue to serve as a member of the board and has also been given the title of chairman emeritus. He previously served as the chief executive officer of Hill International from 1976 to 2014.

Tieman is currently chief of staff at the Catholic Health Association in Washington and will begin his new position in late August. Kristine A. Harding, NCARB, AIA, was recently inaugurated as the 97th president of the National Council of Architectural Registration Boards (NCARB). Parkland Health & Hospital System has named David Lopez as the permanent Executive Chief Operating Officer (COO) after serving as the interim COO for almost four months. Much of his career has been spent working in public health systems and he shows a commitment to the public health care mission in Texas. Lopez served as COO for four years and CEO for nine years for the Harris County Hospital District in Houston.
